Why does my pump not power on

Question

My pump is off mostly, the CPU reaches 100C due to no water flow.  It comes on occasionally for a moment and the temp immediately goes down to 26C.  Is there a way to reset this pump?  It is the model with a cyldiner shaped reservoir, where the pump has a small heatsink on the bottom

If you want the pump runs in full speed,
You can try to connect it directly to the power supply.
