I finished building my loop and the pressure test went well.  I started to fill the loop and it came time to switch on the pump (https://shop.bitspower.com/index.php?route=product/product&product_id=8115) and the little alarm beeps and flashes red.
I have the pump power cable plugged into a 4-pin to SATA adapter (which really only has 2 pins) which is in turn powered by my PSU with one of those jumper plugs on the mobo plug so that I can turn on my PSU (and ultimately power the pump).
Am I missing something?  Thanks in advance!

Dear Customer,

Thank you for contacting Bitspower.
What parts did you receive?
May I have the photo?
Did it come with an adapter cable?

Hi, I sent the photo to the email address provided.

To answer, I got the pump and the cable that connects to the pump and the PWM mobo header (which features the circuit board with alarm inline).  No other cabling.  The SATA to 4-pin I bought in order to power the pump to fill the loop.

My leading theory is that my SATA to 4-pin is only delivering 1.5 amps, and the pump needs 1.6.  I've ordered 2 alternatives to test out (a molex adapter instead of SATA and another wall plug solution).
